I have to report that between 4.40 and 5 p.m. yesterday

afternoon my attention was dram to the fact that two strangers

had entered the Registration Branch and were opening the safe.

Mr. Reed, Mr Poole and myself, who were in the General Office, at

once entered the Registration Branch and saw an elderly Chinaman

and a young boy about 8 years of age. It appears that the China-

man is Mr.P.A.V.Remedios' cook and the young boy the son of Mr.

Remedios. He had given them the keys and told them to take some money "his om private property" out of one of the two small drawers in the safe. I immediately took the keys away from his

son. Having satisfied myself that there was no dishonest inten-

tion I allowed them to depart. I might here mention that Post-

man No.43 let them in the office. I would have charged the two

of them; but as they were perfectly innocent, I deemed it better

to let them go, and for you to deal with the matter departmentally

For the same reason I did not let you know by telephone. The

operators can hear and talk. I have returned Mr. Remedios his

keys for the time being and might add that I considered his

action tantamount to criminal madness.

Mr. Martin states: Mr.Remedios takes duty from 7 a.m. to 2 p.m. He therefore opens the Registration Branch at 7 am. and for this purpose he is provided with a key giving access to the Registration and Parcel Branch. He also has the key of the

insured letter safe and it was in this safe he had some

private money. It was with these keys that the Chinese cook and his son obtained access to the Registration and Parcel Branch.
